I see this on the event schedule and was wondering exactly what it is and how it works? I'd like to do some local area sightseeing and this looks like the best day, but may not want to miss this.

The rubber ducky race is for the young, and young at heart.  I will have a selection of ducks available that will be numbered.  You pick one that you want to be the first to cross the "line" at the river where they will be put into the water for them to meander down with the current.  Participants and by=standers can root for their favorite to win, and earn raffle tickets.

However, if you have NOT been sightseeing and want to use this time, I'd say GO for the sites.  The race is something new I inserted to utilize the river area more and cuz it's fun to watch 'em bob along.  No skill involved, just the whim of the current.  I thought this would be a good event for those who just want to kick back and do something ez.

Also, for us newbies can you explain event tickets for raffles?

I'm okay with putting your "bet" on one of the ducky numbers and letting it ride.  About the raffle:
Tickets...you can't buy 'em..  they are free .....you can "earn" them for participating, show up at the Early Bird Cafe for coffee in the early morning,  for helping out in the events, daily bed checks, having your dog on its leash...etc..... for reasons that are at the whim & discretion of the event host/hostess, Dean & Joanie.   It's a concept of Pay It Forward where you do something nice for someone and you can receive a ticket.  If you are reading this now & attended previously, share something you did to get tickets at the last IRG>  I have people who collect box tops for education and have sent them to me.  Sometimes you'll need to remind me if I "owe" you tickets from a prior good deed.
